Highly Capable Program

Highly Capable Students (also referred to as “gifted and talented” in some states) are students whose cognitive development is atypical. This means that they are at the “outer edge” of what would be considered a normal developmental curve, typically far ahead of their age/grade peers in one or more areas. This developmental difference is quantified through a standardized cognitive test.

Highly Capable learners often display the following characteristics:

  • unusual depth of understanding and retention
  • creative, abstract or complex thinking and problem-solving
  • excelling in science, history, writing, mathematics, and/or the fine arts
  • the ability to learn very quickly

While grades can be an indication of strong abilities, high-achieving and highly-capable are not interchangeable terms. Not all A students are highly capable. English Language Learners and students with IEPs and 504 accommodations may also be qualified to receive highly capable services.

Highly Capable Student Programs are considered part of basic education in the same way that SPED programs are considered part of basic education. Students who qualify for Hi-Cap services require differentiated instruction and enrichment to thrive and reach their full potential. Hi-Cap does not mean MORE work – it means the RIGHT work for them.
